The port commodity inspection authorities shall examine the goods, register the number and stamp the "Accepted for inspection" seal on the "Import Goods Declaration Form".The applicant shall make import declaration at the Customs, and the customs shall pass the discharge on the strength of the seal "accepted for inspection" of the State commodity inspection authority.(2) Apply for inspection of imported commodities listed in the "Category list" upon arrival of the goods at the destination.The unit applying for inspection shall fill in the Application Form for Inspection of Import Commodities, and then apply to the local commodity inspection authorities for inspection.The following documents or documents shall accompany the application for inspection: (a) foreign trade transaction contract (copy);(b) foreign commercial invoices;(c) Packing list;(d) Bill of lading;(e) Import notification.If applying for quality and specification inspection, it is also necessary to provide foreign quality certificates, operation instructions and relevant standards and technical data;In case of transaction by sample, a sample shall be provided;If it is necessary to apply for damage appraisal, the Cargo Damage Report or railway business records and other relevant documents shall be provided;If it is necessary to apply for quantity and weight appraisal, the weight list and tally list provided by the shipper shall also be submitted.The above documents are the basis for inspection, identification and judgment of the responsible party.(3) For imported commodities not included in the "category list", the receiving and using departments shall organize inspection on their own and inform the local commodity inspection authorities of the inspection results.If quality and quantity problems are found, the status quo shall be maintained and an application for inspection shall be submitted to the local commodity inspection authorities.


Two, inspection and certification.After accepting the application for inspection, the commodity inspection authorities shall conduct inspection and issue certificates.The inspection shall be completed within the time limit stipulated in the foreign trade contract.If the goods pass the inspection, the Inspection Notice shall be issued;In case of unqualified goods, the Inspection Certificate shall be issued, and the receiving and using department shall send the ordering company to handle external claims.Taking imported equipment as an example, the steps are as follows: (1) Acceptance preparation: urge the receiving and using units to make preparations for acceptance inspection, including setting up temporary acceptance groups for command, transportation, acceptance, installation and debugging, archives and security, and collecting and translating various materials of imported equipment;Familiar with the information, prepare the acceptance plan;Training acceptance personnel;Determine the site for cargo stacking;There are foreign manufacturers of technical personnel common acceptance, installation and debugging, but also ready to receive.(2) Unpacking inspection.Before unpacking, it is necessary to check whether the packing mark is consistent with the contract and bill of lading, and then check whether the outer packing is in good condition, and whether there is damage, water stains, oil stains, etc.If any problem is found, after making detailed records, taking photos and storing the damaged object, it shall immediately apply to the local commodity inspection authority for appraisal, and invite the personnel of the insurance company to the scene if necessary.If no problem is found, you can open the box to further check the equipment, parts loading, inner packaging is intact;Check the quantity against the packing list to see if there is rust on the appearance.If any problem is found, the above measures shall be followed.
